The Sacramento Valley Basinwide Air Pollution Control Council is required to develop, approve and submit to the executive officer of the Callfornia Air Resources Board, by September 1, 1980, a plan that will limit particulate emissions from agricultural burning to a maximum of 335 tons per day on any burn day designated for the entire valley.

On any burn day that is limited to a particular section or sections of the valley, emissions from agricultural burning must be reduced by a proportionate amount. The Technical Advisory Committee of the Sacramento Valley Basinwide Air Pollution Control Council has prepared, for the control councils considerafion, pro posed amendments to the Sacramento Valley Implementation Plan, that involve the three following options: (1) Establish a maximum emission allocation for each county in the Air Basin; (2) Establish a maximum emis sion allocation for each section in the air basin and allowing for interchanges of emissions between individual counties within each section; (3) Establish maximum emission allocations for each section in the air basin and allowing for interchanges of allocated emissions between sections that would not exceed the maximum emission allocation for the air basin as a whole. At said time and place of public meeting, all interested persons may appear and present their views in favor of or in opposition to said amendments to the Sacramento Valley Implementation Plan. A copy of the pro posed ammmendments to the Implementation Plan may be inspected at any County Air Pollution Control District Office in the Sacramento Valley.
